As we eagerly anticipate the start of work on the NEW MARINA in Barry we take a look at the development that has already taken place at The Waterfront.

As we wait in eager anticipation for the work to start on the NEW MARINA in Barry we take a look at the development that has already taken place at Barry Waterfront.  The area, known locally as The Waterfront, has been developed as part of the dock regeneration programme spanning over 15 years and is a retail park and residential neighbourhood of Barry, in the Vale of Glamorgan. New build homes have been built on redeveloped land from the old Barry Docks, to the southwest of the town centre and to the immediate west of Barry Dock Offices. With levelling up funds awarded the NEW MARINA, BARRY is now feasible and will be developed around the site of The Mole. We will continue to keep photographic records of the changes but here is a summary of work up to 2024.

The waterfront was to be accessed via the Gladstone Bridge from Broad Street, to the south of Barry Memorial Hall, and along the Ffordd-Y-Mileniwm road from the southeast, leading on from Cardiff Road approached via Palmerston.

Plans for redevelopment of the waterfront in Barry date back to 1988, during the period that Cardiff Bay was undergoing major redevelopment by the Cardiff Bay Development Corporation.

The Associated British Ports (ABP) and the Welsh Development Agency began undertaking a multimillion-pound land regeneration programme on 77 hectares (190 acres) of land next to the Number One Dock,[2] working with the Barry Joint Initiative from 1991,[1] and the Barry Waterfront Consortium was established to manage the regeneration scheme of the derelict area at the Number One Dock.[3]

Planning permission was finally approved for a series of major commercial and residential housing developments at Waterfront Barry as detailed in APPENDIX below

In 2001, Morrisons opened a new branch at the site, and a 55,000 square feet (5,100 m2) non-food retail park adjacent to the site was completed by 2004. By 2015, the retail park hosted Pets at HomeHalfordsArgosPet HutPoundstretcher and a Kentucky Fried Chicken outlet.

With the opening of Morrisons construction of residential houses and apartments on the western side of the bridge and to the east of the superstore was complete

In 2002, Westbury Homes were given the green light to build new £12 million apartments at Barry Waterfront, to be named David’s Wharf after David Davies, who established the Barry Docks.[2] Byron Lewis, project manager, stated at the time of the fifth residential development at the site that “The new development will build on the success of Waterfront Barry as a top quality site for economic and community growth”.[2] 

A health centre and pharmacy was built on the site known as ‘HOLTON REACH’.

At the same time it was announced that there were plans to remove the Vopak chemical tanks from the Barry Island side of the docks.[5]

JACKSON’S QUAY | BARRY WATERFRONT | THE NEXT PHASE

This was the next phase of building work. By January 2008, 782 residential units (including 96 at Jackson’s Quay) had been approved of which 686 had been constructed.

In 2007 new plans were approved for a £350 million project to develop a further 2,000 new homes and commercial properties in the Barry Waterfront Area.[95] The proposed development included the West Pond reclaimed land to the west of the number one dock, the South Quay, East Quay, and Arno Quay.[98]

A £230 million version of the plan was approved in 2011, which included a new road linking the town centre to Barry Island, a school, hotel, restaurants, a supermarket, and public spaces. By 2008, the first of two new medical centres had been built south of the Barry-Cardiff railway line and opposite Thompson Street.

In 2010, construction began on the second medical centre and attached pharmacy that would become known as the Westquay Medical Centre, as well as pedestrian ramped access.

This new surgery was opened at the end of October 2010.

In February 2012, work had started on clearing the site opposite the old hydraulic engine house in preparation for building the first hotel to be built in Barry in more than 30 years .

The £7.5m Premier Inn and Brewers Fayre created 80 new jobs with local contractor Carter Lauren employing 170 people during the construction stage, which by October 2012 was open to the public as the Premier Inn and Brewers Fayre pub and carvery.

The new hotel and restaurant still occupies the two-acre site on Fford Y Mileniwm, overlooking Barry’s No.1 Dock. Whitbread developed the scheme in partnership with the Welsh Government and Vale Council.

THE PUMPHOUSE | RAILWAY SHEDS

Like the (by then) Entrepreneurial Centre already established alongside, the building stood on the site of the former Barry Railway Company’s loco works and carriage sheds and on a level above the hydraulic engine house.

The structure of the ‘listed’ hydraulic engine house opposite the Premier Inn, partly renovated prior to 2012, was involved in further internal renovation and facial improvements, with car parking facilities beginning construction in August 2015.

Later, its tapered square chimney was fitted with black vertical lettering on two faces; Espresso bar had been opened within the main building and the complimentary car park by December 2015.[97]

ARNO QUAY | BARRY WATERFRONT

Arno Quay was considered a key waterfront site acting as a gateway to the Waterfront. To the rear of
the site is Ffordd y Mileniwm, but at a higher level of some 4-5 metres.

Arno Quay was developed by Persimmon Homes East Wales, with townhouses facing the waterfront and apartment blocks. They built a range of 1, 2 and 3 bedroom homes including town houses and apartments , totalling 86 units.

This scheme also saw the redevelopment of the three projecting platforms (Enterprise Quay, Enterprise Quay East and Castleland Quay) into public open spaces over-looked by residents.

Further change came in April 2015 when a new Asda supermarket and petrol station was opened that occupied most of the land previously bearing the Powell Duffryn oil tank farm as well as former multiple railway sidings used latterly for storage of withdrawn steam locomotives held by Dai Woodham.

There was also land allocated for another hotel behind Asda and opposite the Premier Inn. It has yet to be sold

Retail units with accommodation have also been built along the waterfront.

Retail spaces have been built adjacent to the supermarket, at 560 sq m and 994 sqm.

Construction work is well underway on the South Quay phase of Barry Waterfront Development

Whilst at the time of writing all the above has been constructed and completed the business premises remain empty with locals complaining that the high rates and rents have put people off. It is now hoped that the new marina plans, detailed on another page of this website will entice businesses men to consider the outgoings worth the investment.

This may well prove to be the case as the start of 2024 we have seen a great deal of attention being given to pathways around the western edge of Number 1 dock and at the entrance to The Mole, the site of Barry’s new Marina.
